I feel pretty silly, since this is probably the first issue in 15 years I haven't been able to fix myself, and it seems like it should be easy.
I'm 99% sure it is a windows setting, but just in case- I also have spybot 2, CCleaner, and Windows defender running.
The only responses I could find were dealing with windows firewall. I searched online, and on reddit to see if I could find anything. I tried uninstalling/reinstalling the game.
I'm having trouble locating the setting/list besides just the user account control settings vertical slider that says Allow everything-> nothing. It is definitely not firewall access- I turned it off and tried it as well. I hit play on a steam game, and then accidentally hit the no button, I think it was the one asking if I wanted to allow this program to make changes to my computer.
